A community association’s registered address names its manager, not its place

Virginia publishes an address for all 7,198 of its registered associations, and it is the wrong kind of address for the obvious question.

This was caught one step before it became fifteen pages. The column is called CITY, it is populated on every row, it contains well-formed Virginia city names, and it is not where the association is.

The short version. Ranking Virginia’s associations by registered city puts Virginia Beach first at 642, then Chantilly at 492. Chantilly is a small Fairfax County suburb. Fairfax itself has 478.

A ranking where a suburb outranks the city it sits beside is not a finding about that suburb. It is a signal that the column is measuring something else.

The discrepancy that prompted a second look

VIRGINIA BEACH 642
CHANTILLY 492
FAIRFAX 478
RICHMOND 443
MANASSAS 413
GLEN ALLEN 334
FREDERICKSBURG 306
CHARLOTTESVILLE 221

⚠️ Presented here only as what it is: a count of registrations naming each city, which is a count of manager mailboxes. It is not a map of where Virginians live in community associations, and this is the only chart on this property that shows it at all.

What the rows show

Three of the first four associations registered in Chantilly, against where each one actually is.

AssociationRegistered addressActually in
Belle View Condominium Unit Owners AssociationPO BOX 10821, CHANTILLYAlexandria
Woodburn Village Condominium Unit Owners AssociationPO BOX 10821, CHANTILLYAnnandale
Lake Audubon Terrace West Cluster Association3914 CENTREVILLE RD, CHANTILLYReston

The first two share a PO box. That is the whole mechanism: a management company rents one box and every association it manages registers to it, wherever those associations sit.

A shared PO box is not a neighbourhood.

Why no automated check would have caught this

The column passes everything a build gate can ask of it. It is 100% populated. Every value is a real Virginia city. The distribution has no outliers of the kind a range check looks for, and the ZIP codes agree with the city names because they are genuine addresses.

What fails is the meaning, and meaning has no data type. The only thing that surfaced it was noticing that the ranking was implausible and then reading four rows against outside knowledge. A schema validator, a completeness report and a null check would each have returned green.

The transferable rule. A column name is a label a clerk chose, not a definition. Before a field becomes the axis of a page, check what one row of it denotes against something you already know to be true.

What the column is good for instead

It is a poor geography and an excellent join key.

Associations sharing a mailing address share a manager of record. Following that through the whole register, and then grouping by the contact domain so a manager is not split across its own offices, reconstructs something no state publishes and no trade body enumerates: the management market, counted rather than estimated. 47 portfolios hold twenty-five associations or more, and the largest is under five percent of the state.

The pages that would have been built on the geography reading do not exist, and the manifest for this property records the refusal with the measurement behind it, so no later session rediscovers the idea and ships it.

Questions this page answers

Where is a Virginia community association located?
The state register does not say. The address on a community association registration is the manager of record’s mailing address. Belle View Condominium Unit Owners Association sits in Alexandria and registers in Chantilly, because its manager receives mail at a Chantilly PO box.
Why does Chantilly appear to have 492 community associations?
Because several large management companies collect mail there. ⛔ Chantilly is a small Fairfax County suburb, and 492 associations headquartered in it is not plausible, which is the discrepancy that prompted reading the rows in the first place.
How can you tell a register column means something other than its name?
Read the rows and check a handful against something you already know. Three of the first four Chantilly rows named associations whose locations are a matter of public record elsewhere, and none of them is in Chantilly. ⭐ No completeness or type check would have caught it: the column is 100% populated with well-formed Virginia city names.
What can the address be used for?
Grouping. Associations sharing a mailing address share a manager, and that turns a broken geography column into a working map of the management market. 47 portfolios of twenty-five associations or more are counted this way.
Does Florida have the same problem?
Florida does not register community associations at all, so the question does not arise there. It licenses the managers instead, which is why the two states cannot be compared on a manager count without naming what each one licenses.

City counts are computed from the Virginia DPOR Common Interest Community association register (list 0550), 7,198 rows, retrieved 2026-09-01. Association locations in the table above are matters of public record independent of this register. ⚠️ Contact emails appear on 99% of the source rows and are not published here.
