Virginia publishes an address for all 7,198 of its registered associations, and it is the wrong kind of address for the obvious question.
This was caught one step before it became fifteen pages. The column is called CITY, it is populated on every row, it contains well-formed Virginia city names, and it is not where the association is.
The short version. Ranking Virginia’s associations by registered city puts Virginia Beach first at 642, then Chantilly at 492. Chantilly is a small Fairfax County suburb. Fairfax itself has 478.
A ranking where a suburb outranks the city it sits beside is not a finding about that suburb. It is a signal that the column is measuring something else.

⭐ The first two share a PO box. That is the whole mechanism: a management company rents one box and every association it manages registers to it, wherever those associations sit.
The column passes everything a build gate can ask of it. It is 100% populated. Every value is a real Virginia city. The distribution has no outliers of the kind a range check looks for, and the ZIP codes agree with the city names because they are genuine addresses.
⛔ What fails is the meaning, and meaning has no data type. The only thing that surfaced it was noticing that the ranking was implausible and then reading four rows against outside knowledge. A schema validator, a completeness report and a null check would each have returned green.
It is a poor geography and an excellent join key.
Associations sharing a mailing address share a manager of record. Following that through the whole register, and then grouping by the contact domain so a manager is not split across its own offices, reconstructs something no state publishes and no trade body enumerates: the management market, counted rather than estimated. 47 portfolios hold twenty-five associations or more, and the largest is under five percent of the state.
The pages that would have been built on the geography reading do not exist, and the manifest for this property records the refusal with the measurement behind it, so no later session rediscovers the idea and ships it.
